Action replay 4 in 1 cart is a converter so yes you can play USA games on a JP or PAL Saturn

Can it save memory from U.S. Saturn games? And does it also prevent the memory from reseting when every the battery dies?

I don't see why not.

It does backup saves from all region games. Meaning you have to transfer the saves from the system's memory to the cart and vice versa. It doesn't do direct save and uses flash memory.
