Yes they can..But I'm thinking it comes about with genes skipping..Just like white people have blue and grey and green eyes blacks do as wel..Most blacks don't have red hair but I do..people use to ask me was my dad white! and I be like no and when they see him they be like wow you look just like him..And he has No red hair or frakles...But yes..Just like whites have fine hair blacks do as wel..with one one parent being white..So how it comes about I don't Know! maybe the genses
