I really wish Jack on the Tardis was included in the intro for Utopia. It would've been hilarious if they had Jack on it screaming "DOCTOR!!!!!!!!!" in the same way just as the Tardis does that little slow motion spin just as it goes between the blue and red parts of the time vortex

Actually series 4 is ready to go. And as Children of Earth got brilliant ratings, Series 4 is very likely, as that was what series 4 depended on - children of earth's ratings.
I don't understand, Jack must have went up the elevator yet he is seen running towards the Tardis. It seems he went out the front doors but Tosh, Ianto and Owen would have seen him.
It's all about the geography of Cardiff Bay and the Hub, really. If you (like me) have been to or lived in Cardiff and visited Cardiff Bay, you will know the area. The Hub is meant to be situated directly beneath the water fountain, so when the TARDIS landed in its favourite spot (next to the water fountain), it generated a breeze, which blew down the elevator and the fountain, which is near the place where Jack is standing in "End of Days". It's all about the geography of the series.
Note: the reason why everything in the Hub gets blown around, is because the wind generated from the TARDIS materialising is blowing down the fountain and into the Hub, thus causing a breeze. But it's meant to give the impression that the TARDIS is in the Hub, because at that time people hadn't seen "Utopia", and so were left wondering whether the Doctor had just appeared in the Hub.
Jack probably already has a bag packed ready for when the Doctor re-appears, because Jack's been hunting the Doctor ever since 1869, so Jack runs from the Hub and runs towards the TARDIS. The reason he moves so quickly is because he's been waiting for the Doctor a very long time, and is desperate to see him. I hope that simplifies it for everybody who didn't originally understand.
The Doctor's severed hand in a jar (which fell into the possession of Captain Jack after the swordfight between the Doctor and the Sycorax on Christmas Day, where the Doctor lost his hand) picks up the presence of Time Lord and Time Lord technology (the Doctor and the TARDIS), so glows and bubbles rapidly, alerting Jack to the presence of the Doctor. Makes you wonder why jack did not just take the darned elevator that was under the TARDIS in the first place. Fictionaly speaking their is an elevator under that fountain where the doctor parked the TARDIS So he could have just popped right up without running from a distance. Maybe Jack just likes the suspense. (Or he just did not know that it was just up the elevator.)
Maybe the elevator was DIRECTLY underneath it LOL. He would be crushed. How pissed off would you be if you found that out and you knew that if the TARDIS had landed about three meters to the right you would have hopped onboard without clinging to the exterior through the entire Time Vortex!
Jack explains in Everything Changes that the technology used to stop people from noticing the lift is a perception filter, which was originally locked on to the point where the lift was built due to the TARDIS landing there in Boom Town (The TARDIS uses the perception filter to stop people noticing his landing and taking off) So therefore when the TARDIS lands here, it is directly on top of the lift. Jack wouldn't be able to use the lift as the TARDIS would be directly above him.
How is the perception filter linked to the elevator? The Perception filter was taken from the impresion that the TARDIS chamileon circit left there. So perhapes Jack was concerned that with the TARDIS being there now that people would have seen the elevator thus exposing the TORCHWOOD hub.
If you listen to Jack on Utopia, he says he gets a signal on this thing and points at his bag which means the hand in the jar detects the energy off the TARDIS and into the monitor in the hub.
Now this is how Utopia should have started really rather then just seeing the Tardis appear iN Cardiff and have Jack running towards her , that way it makes perfect sense because when you think about it the end of Torchwood Series One and Utopia didint really seem to fit toghter . 100/100 .
