That was not The Houston Police Department, It was Harris County Sherrifs Office and Harris County Constable Precinct Officers chasing the runner. There were, as you can tell, far too many in on the chase. There is no excuse for allowing someone to continue to run but there is no excuse for allowing this many cars to chase this runner. I will never advocate that Officers should allow a runner to not be chased for any reason, PERIOD. I also do not advocate this many should be chasing behind ! ! !
