I don't get that whole angle thing all I get is a screen with my clip that says "Active camera." That's all that changes for me

could someone please tell me why when i rotate or move the camera angle with my mouse the frames dont move according to the perspective but only when i release the mouse button? while dragging it only shows white boxes.

I'm moving the camera all over in the right window, but the left window isn't registering any of these changes. All of my layers are set for 3-d. Anyone help? Thanks!
