Secondly, even with your definition, the public can only use the building by the owner's allowance; it's not "intended for public use," they just allow the public inside. The owner has the right to kick anyone out that they desire. For example, if I'm selling my home and have an open house, is my house public property because I'm letting multiple people inside?

These guys (Security) are doing a job which pays their bills, feeds their children etc. and are subjected to abuse almost daily because of the rulings they have to govern for what is essentially a shit wage.
