Hey, sorry, but you're naive, I'm sure many of the extra sanitation workers who expectedly will working extra hours will appreciate the extra income. And the inconvenience to Washington residents from litter is not on par to the inconvenience from the all of the security precautions.

The easiest thing in the world is saying No. Yes, sanitation workers will be paid for their services; yes security and crowd control is the priority of event planners. This is one small, personal act that can serve as a metaphor for a new era of civic involvement. A new era when we see the little things we can do to serve each other and, instead of saying no, we say yes.
