That's a style "chuo jiao fanzi", where they stomp with the upwards kick down with the ball of the kicking foot. This style, if I remember correctly, is a separate style but somewhat related to the more famous fanzi quan. This style was dug up, after having not been practied for I don't know how much time, from manuscripts or something. Take my response with a grain of salt, though.
