If someone buys IP and exp boosts they effectively gain lvls and IP for champions and runes faster. They can therefore get masteries faster and attain runes to increase power that much faster thus you are selling power. They avoid the debate about selling power through the technicality that you can gain everything except skins by playing the game but, if it takes me a month to gain lvl 30 and the runes that I want while someone else buys xp+ip boosts and does it in a week you're selling power.

@Farkeman You can easily play at a competitive level without using money at all. Everything is purchasable with the ingame-money, but Skins (which are more or less useless) will require reallife-money.

@MrDeezi I'm sorry, in case you have absolutely nothing to do and is not willing to pay for a game, this might be an option. But then again, there are some good World of Warcraft private servers, for instance the one I'm playing on now. It's a 1.12 core, and has been in development for a really long time, so there's pretty much no bugs, and they have said they'll keep it up for 6 years. A lots of fun!
