To make it easier on recruiting get a pokemon with a size of only example like MEW. then give it an x-ray xpecs if ur close to the location where the legendary is located on the floor have it equip with Friend Bow also if there is a save point save it and just kill the legendary pokemon over and over again until u get it

some are obtained by doing special missions, and some are rewards from random rescue missions.

you get the lin kcable mainly at Solar Cave, and you get lucario rank when you get enouph points from missions.

To evolve machoke into machamp you need to go to luminous cave with a link cable. And I think deoxys is one of the last pokemon to get.

You need to meet certain requirements. Just keep on recruiting more legends, it should eventually be available to you.
