And the fake asylum seekers are then in the legal system on the merry-go-round, and their main aim is to stay here in that system from anything from 6 months to 3 years, where they are then given leave to remain or just waived with permanent residence because the admin is too much hassle for the authorites.

Dublin II says no such thing, its an agreement between EU countries as to which country is EU responsible for processing the asylum claim.
It says nothing about claiming asylum in the nearest country and couldn't because neither non EU countries or asylum seekers were party to it.

The problem isn't strictly the goverment, but a large portion of the blame can be put at their feet. The housing bubble/market collapse can't happen until you're building houses when there's no demand. 240k houses, to be accurate.
So bankers were giving loans to people, who had a buisness plan of selling snow to eskimos, or in real world terms "houses to ireland" a place with a substantial overflow for that product. So - there were failures all over, not just the government.
