Maybe so but remember so is Jason. Everytime Jason dies, he gets stronger than he was the last time and since Michael never dies, his strength will probably always be the same. Plus, Jason has a weakness, water, and kills people to please his mother. Michael has no weakness, and doesn't have a reason for killing people, he just does it because he's evil, and he can. They are both formidable opponents, but I think Michael would win.
