I couldn't agree with 343NeverForget911 more. This crew is "Dancing with the Devil." How would they explain this behavior to their wives and kids? I'd give them an F in safety.
Let me get this straight, 6 people on the roof at one point (including a chief officer) and only 2 of them are wearing breathing apparatus and out of those 2 neither of them are actually wearing a mask and breathing air! From this, one can only conclude that the smoke and products of combustion in DC are not carcinogenic or create an IDLH atmosphere (like everywhere else in the world)? Maybe they like putting on firefighter funerals and having to explain to the families why "daddy won't be home"
