BEAT on the casing with a hammer-it will turn over,,not forever tho....Dont keep beating on the ignition key and switch, you;ll have to replace that as well.
I bet it started to get really problematic when it got colder. Metal contacts-brushes arn't as close to housing.NOT, someone told me that once. YEAH THats the sound of a worn out starter!!!! thanks for posting. Other people need to know this sound! Its not the neutral switch either.Others will say replace all electrical.....whatever

btw, if you haven't figured this out yet, the ignition wire is too thin for the 4th gen celicas. very very common problem. i hope you still have the car, the only way to fix it is to do a relay mod on it. check out st162.net for more info.
i think ur starter is stuck trying hitting it lighty with a hammer and if it doesent get unstuck try hitting it harder also try cleaning your connections from the wires to the battery

It's the starter contacts... They need to be replaced. It's a common issue with toyotas.
