This movie is named "a soldier's daughter never cries". It was filmed in 1998, but it is set in the 60´s, when atitudes toward tobacco were much more permissible. Although i doubt that those cigarettes in this picture contain tobacco.

But, yeah, its disturbing to see a child that young smoking, and with the mother watching.
