1st Hu Zhicheng was born in China and is still a citizen. And entered China using his Chinese Passport, so he won't need a visa. So it does not matter if he is a US citizen or not. If he had entered China on his US passport they could have done nothing. It's his own fault.

I've visited Japan 5 times so far and my coworkers ask why I don't visit China and I always say that I don't go to commie countries because they don't respect you human rights. That poor guys case is a perfect illustration of why not to go there.
