What damns Armstrong his mealy mouthed responses to doping. His reply to the question "Have you doped?" with the 'answer' I've never been tested positive' is particularly galling. This more than anything indicates a tolerance of doping and if there is a tolerance, then participation is only a hair's breadth away.
By comparison, look at the words and actions of Wiggins "Throw the wankers out".

Once there was an alleged cover up by the UCI and the other instance the second sample was destroyed by testing lab so the result could not be coroberated. Anyway a lot of dopers never fail a test despite years of cheating according to his ex-team mate Hamilton. During his early career everybody around him was druged, essentially the whole Peloton, so he doesn't deserve singling out for that, they all lied and cheated us.
Ulrich waited because he knew he had no chance of taking any significant advantage of time over Armstrong anyway on that climb, it was just too hard not within his style of riding. Also, as in the video commentary, Chavanel was far ahead in an early breakaway so there would be no stage win up for grabs at that point either.
So if Ulrich had attacked, it would have done nothing but lead to embarrassment and burned out his energy the next few days.
@oldtwins There's more to it that that. They got on well as competitors and remember Lance sat up and waited for Ullrich 2 years before on Stage 13 of the Tour when Ullrich rolled off the road on a moutain decent. Good sportmanship.

Millions of dollars from sponsors are depending your ability and talent to take the prize. You don't squander that, else you get kicked off the team and they find someone else to take your place.
