Actually, we're both right. This file is made up of two separate recordings. The bit at the start is definitely March 86, but the clip at the end is indeed Hallowe'en 86 - I've confirmed it via other sources, plus it was only in the autumn of 86 that the red triangle was introduced.
I think the TV Times advert was probably done by Thames or LWT, filling the gap in the ad-break until the next programme. And the Red Triangle wasn't introduced until 1987, but keep the good work up Ollie.
Thanks for the comments. Regarding the year, the TV Times advert implies that 'Bobby Davro on the Box' is brand new and according to the BBC and IMDB this dates it between 1985 and 1986. I think I need to look into this a bit deeper.
Did they pay David Dickinson royalties for the use of his catchphrase on that TV Times cover? Very unusual to see a card ad for the TV Times by this stage and without the "There's so much more..." jingle.

The TV Times ad is for 15-21 March 1986, so I think this could be Friday 14th March that year. Obviously that week, anyway.
