It's really only on Hong Kong island itself do people speak good English. Further away from HK island you get, the worse their English is. By the time you get into the New Territories most locals English doesn't go far beyond, "Good morning" & "bye bye".

The older generation I've found speak excellent English but the new generation is dreadful at it. Result of the handover along with the rise of Chinese nationalism I suppose.
