Yes, it plays the game roms exactly as the original carts. 100% exactly. You can't stuff them all on it at once, sadly. The technology is a bit specific so you can only load one game on at a time.
That's worth it considering how it costs $100's or possibly 1000's of dollars to get all the rare japanese games. Only two of them are worth your time: Virtual Bowling and Space Squash.
There are existing dev kits out there to create virtual boy games. The Flashboy makes it easy for private developers to test out their game with a physical cartridge. There is also a Windows-based emulator that exists.
