Actually, it was during Pres. Reagan's presidency that the U.S. sold weapons to Iraq (conventional, not WMDs). We did so to try and weaken Iran which was a more serious threat at the time ("the enemy of my enemy is my friend").
Interestingly, Saddam admitted before his death that he tried to convince the world he had WMDs. But his deception was aimed at Iran... to deter them from striking Iraq.

We are at War because Iraq invaded Kuwait and then violated the terms of its Cease Fire agreement for a decade. Our actions were exactly in keeping with "International Law" (if there is such a thing) by following through on the U.N. Resoultions already in place.
