Arceus(God)->Rayquaza(Keeper of peace)->Groudon(Maker of earth)->Kyogre(Maker of oceans)->Jirachi(Maker of luck)->Celebi->(Maker of time)->Ho-Oh(Maker of air)->Deoxys(One of the first pokemons)->Deozys=Deoxys(sec form)->Mew(Maker of feelings)->Mewtwo(Mew ver 2.0) The rest are just pokemon who came later and de-evolved from those. btw it doesnt mean Rayquaza is the second strongest. I dont even mention strength.

@99russell99 Deoxys came from space in an asteroid, which was potentially harmful to the Earth, and Rayquaza, being the pokemon placed in Earth's atmosphere, is supposed to protect it from any harm that isn't from Earth, so Rayquaza attacked Deoxys, and all Deoxys had to do was retaliate.
