Yes you can taunt kill while cloaked but to do it you gotta tunt uncloaked and then right when you taunt you cloak

They did break cloaked taunting for good. For a short time after the "fix", it was possible, but now, you'll hear the cloak sound but still be visible when you try it.

@TrainInMyButt Valve made another attempt to patch it recently... "you can no longer taunt and cloak at the same time" Ugh, I was never anygood at that, got the man of p.u.n.t.u.r.e. achivement in a melee only match so I don't know if they succeeded or not.
