The cost depends on how many square feet you're spraying and how thick you're putting it on. The R-value is 7 per inch but MUCH more important is the seamless air barrier that saves up to 40% on energy costs, stops sound transfer, and kills drafts. You can build to any R-Value you want, or customize a high performance solution to fit your budget.

Thanks for your quick reply. So ideally the primary use would be for a high performing building envelope system. Secondary insulating with regular batt for a better R value is the most cost effective scenario? so all the 1" system is doing is negating the need for a vapour barrier and providing an R7 value for about $1 / sq.ft...

Lots of people use it for that very purpose.  The high r-value per inch and seamless air barrier make a huge difference in a cathedral ceiling.

Does this foam burn?

Why does Larimer County, Colorado, require a coat of retardent to be sprayed over any foam that is put between joists in a crawl space when a furnace is located in the crawl space?

All insulating foams burn, just like wood or 99% of other building materials. Your local officials are probably looking for a 15 minute fire barrier that help gives a family time to get out of the home. That's pretty standard. A thermal barrier paint can often meet code in those jurisdictions. The problem with things that won't burn, like rock wool, is they don't provide the seamless air barrier that spray foam does.
