Some people's faces are covered because they are the witnesses to the closeted gay behavior(ie, "I slept with that Senator"). Witnesses often have their face blurred in documentary-style footage, just as sources in newspaper articles are often anonymous. I'm sure they also cover the closeted politicians' faces too because they want to give people an incentive to see the movie to find out exactly who's been outed(assuming some of the faces blurred in the trailer aren't blurred in the full film).
