As he said, he is joking about the PAL-M:

PAL-M is the name given to the glitch when the console reads the disc incorrectly, thus, speeding the game up.

That was a name invented by us, players. In fact, it started with Crash Bandicoot 3 Warped, because of Donniedarko. He seemed to be faster than usual, and then people said he had a different version. In fact, he had the same CD, but the glitch happened with (we can't choose/control).

Well, this glitch was never been proven at CTR. I don't think it happens in this game, but it's possible too.
