Your police use a similar system I think it's called TETRA radio systems and the only difference is that they are in the 200mhz frequencies and iDEN is on the 800mhz.
However a decent triple trunking scanner is able to pickup police comms as they are unencrypted wheras cell phones specifically iDEN is encrypted using a digital bit stream interpolated on a TDMA(Time Division Multiple Access) carrier within a FDMA channel and problably uses phase shift keying Vs. Trunked analog.
Another consideration is that Nextel may be switching to CDMA(Code Division Multiple Access) spread spectrum in the future.
