you should give togekiss a kings rock because if you use air slash there is 30% chance to flinch but because if serene grace that is doubled to 60% and the kings rock adds another 15% (i think) pretty useful in the battle frontier

Using ExtremeSpeed on Togekiss with an Attack of only 141 isn't really worth it. I have a Togekiss with Air Slash, Aurasphere, Wish and Thunderwave. That's a lot better, trust me. Using two Ground Attacks on Garchomp isn't necessary too, you should rather try getting Sworddance for him, cause that makes Chomp into a real beast and use Dragon Claw instead of Dragon Rush, it hits more often and isn't weak either. ;)

First of all , you know how 2 of Togekiss's attack can flinch (Sky Attack , Air Slash)

They both have a 30% chance to flinch , Serene Grace doubles these chances , making it a 60% chance , and while it holds Kings Rock , the chance is 64% to flinch , which personally i think is really good , but its all up to you , whatever suits you
