SA1&2 hit the bargain bins at the same speed as any third-rate game does. They were not console-selling, genre-defining works of mastery like Sonic 1, 2 and 3 were. Sonic Adventure 1 and 2 were buggy, barely-tested bargain bin games. They didn't even normalize their sound samples. Often speech was drowned by music. Bad. Games. Period.
