Well they had many feuds but the most memorable ones are the WrestleMania ones. WM15 The Rock vs Stone Cold and The Rock was the heel.

WM17 The Rock vs Stone Cold and they were both faces but Austin turned heel and joined Vince at the end of the match

WM19 The Rock vs Stone Cold and again it was The Rock being the heel.

Generally speaking, The Rock was more of a heel then Stone Cold was.

Stone Cold was only a heel when he broke in the WWF and for 7-8 months in 2001.
