He did believe that there should be one ethical sage in rule over the society due to china's mercurial state at the time, though Confucius believed in the limiting of rulers power. He not only taught his disciples to think for themselves, but in fact it was his disciples that created the dogma of Confucianism after his death, which instilled stability and order within the family unit of China, not Confucius as you have tried to assert.

Yes, the original Koan was worded differently and that changes it's meaning, but the point is a general one, and there are plenty of other examples he could have provided that make the same point and are historically accurate.
