Lock-on technology. If you put Sonic the Hedgehog 2 on top of Sonic & Knuckles, you can play Sonic the Hedgehog 2 & Knuckles.

Incidentally, someone did ROM hack Sonic 1 with Knuckles, among other characters. (Tails, Sally, Amy Rose, Dr. Robotnik...)
