The original Contingency orders were all written during the rise of the Old Republic, thousands of years before Master Sifo-Dyas ordered the Kaminoans to create an army of the Republic to protect the Jedi Order from destruction. The original Order 66 stated that OFFICERS of the Republic should kill all living Jedi only if they betrayed the Jedi Order and the Senate.
