First changing how the CRA rating was calculated, second they made it easy for groups to make complaints against banks for perceived under-performance. While under investigation for underperformance banks were prohibited for mergers, acquisitions etc..

As the Earth moves away from the Sun the temps begin to fall but the major percentage of the CO2 wont be gobbled up until we hit another ice age.
Think of a kitchen with no windows open. The pan of boiling water will cool far quicker than the steam it leaves behind is removed.

Second, the new regulations are strangling smaller companies thus eliminating competition (which also means they get the leases from those smaller companies).
The other thing they started but cailed was the carbon credit exchange.

First changing how the CRA rating was calculated, second they made it easy for groups to make complaints against banks for perceived under-performance. While under investigation for underperformance banks were prohibited for mergers, acquisitions etc..

Further fueling this was the fact that few sub-prime loans failed because the prices of homes had risen so much they could resell at a profit rather then default, then turn around and buy another home with the profits.

As the debt mounted and the banks began foreclosure, many of the subprime mortgage holders simply abandoned the homes and moved into public housing. When CO2 levels are HIGH the Earth is WARM due to the fact that WARM OCEAN doesn't retain CO2 as well as COLD OCEAN.
Conversely, when CO2 levels are LOW the Earth is COLD due to the fact that COLD OCEAN DOES retain CO2. Hence CO2 trapped in glaciers and ice.
