Yes, the battery has 3 instead of 2 connectors. The middle one is used by the phone to detect the battery charge level. By sticking a bit of paper in between the middle connector and the phone, you stop the phone from being able to detect the low charge level of the battery when you just turn it on, and the phone will not complain. Of course you are just buying a bit more time before the battery is too weak to power the phone anymore since you are not really charging it.

That doesn't charge the battery though. It just confuses the phone. The phone figures out pretty soon that it's battery is still really low.
