This isn't technically a free energy machine, but I'm sure it does achieve over-unity. The only reason I say that it isn't technically a free energy machine is because it uses an outside source of energy, magnets. Magnets produce a measurable force in gauss that contributes to the revolution of this machine, hence my argument. But, regardless, it's a nice start to an over-unity engine.
I really think free energy is totally possible. I bet if you were to compress a magnet, much like a planet becomes compressed and turns into a black hole then the magnetism would significantly.

Laws of "perpetual" mouvement of magnetic/gravity machines :
1- They don't need inicial impulse to start running.
2- Once running they don't stop unless a brake is applied.
3- They work without any electric wires or motors attached.
