The way I always got them underage was going up to the till with an empty packet (which you can find basically anywhere, people drop them all the time, bit disgusting I know. Pick up a clean one.) in my hand along with my wallet. You have to do it casually enough but so they notice, and provided you look around 18 they usually sell to you. Reckon they assume you've bought them in the past so theydon't refuse. (Not trying to endorse underage smoking, just a thought.)
