i think it is a cheat on the computer. You can type a cheat to edit your race/gender/class, all that stuff, but I think if you lock onto another target you can do that for them. idk for sure, i don't have it for pc.

Yup, because there's one mod called something like Lore Correct NPCs or something, that makes many (including the Adoring Fan) look different. The person who filmed this may have that mod.

"TFC" is a console command for a "free camera".

The "slow motion effect" isnt a command, this is a mod called "Whooosh".

Actually, you can remove the "time = 2%" and all HUD (Life bar, Spell Icon, etc) with "TM" command. Everything is possible in Oblivion (PC Version, of course)
