There were a group that made a similar claim, that they could judge who was right in claiming to be a follower of Islam, and who was not. They were the Kharijites. The Salafist movement, with its Takfir and claims of Bida'a, inherits from this movement.

No Muslim should ever claim to know another Muslims heart. Allah swt alone knows our hearts.

So one cannot dismiss them as not being a Muslim, did not the Prophet sws chastise a man who killed another man who said La Ilaha Ill-Allah?
