Our high school already had a 95% graduation rate. Then NCLB came into effect and our school was being penalized because we couldn't improve past that point - our graduation rate went down after that, probably due to the number of suicides our school experiences every year. Government, you're doing it wrong.
Yea, the CAHSEE is pure pressure. But when you get down to it, and actually take it, it's freaking easy! People psych these kids out and put loads of pressure on them, making them feel like it's the end of the world if they don't pass, that they end up not passing a generally easy test.

THERE'S your problem. Right there. You complain that you're forced to teach MATH instead of social justice or art, then wonder why your students suck.

How does someone carry a 3.5 GPA but not pass the CAHSEE, which is a complete joke of a test? Grade Inflation?

This is so weird because the CAHSEE was easy as balls. Plus we had like 5 chances or more to take it at my high school.
