The fundamental conflict of interest is between commercial banking and investment banking. These must be separated, that's the only way of protecting depository institutions from speculation and financial derivatives and implicitly protecting public finance. Countries need to implement a Glass-Steagall type of legislation and adopt a new Bretton Woods system.
