He didn't delete the "none-hurting" moves because he never really had anything better, as he doesn't like using TMs. He would have had to go out of his way to give his Pokemon several moves of the same type (which is dumb) to get rid of them - it is better to have a status move of some kind, that you might use, than what would amount to a weaker version of a different move that they also have that would never be used.
