Seriously, I have no idea how this happens - it more then likely is just be to keep the player on edge intentionally.

Although this is an old game we're talking about here, so it's also possible there was no means to create a smart AI which will keep the stalker in a specific area.

IMO, This game lost the escence of the original Clock Tower, (The First Fear). Mostly because it lost all of its randomness, in the first fear you never knew what you would find in certain places.
