You are INCORRECT in your citation of "the rules." Governor Blagojevich is solely responsible for appointing Obama's replacement unless he's impeached or resigns. Neither of those two things have happened yet.

Just run someone who is squeaky clean? And holding elections might help a bit with image as well. And of course it's the right thing to do. Also republicans just don't have the credibility to run against corruption. So it will be a campaign on normal issues. Which should mean the republican loses in a landslide in Illinois.
