@TheModdingService Yes, this will make a computer run faster since you will be starting over with a fresh install of the operating system. Please back up all important files in the hard drive because all files will be deleted in the process of formatting. You can also format your computer more easily by using a Windows installer disc or a boot disc. The user interface is much more friendly compared to this DOS method.
@nathanalaneller How old would your CD/DVD drive burner be? There are some technical experts who can open up the optical drive (another term for CD/DVD drive) and fix the PCB (printed circuit board) inside but I think the easiest and simplest solution would be to change your optical drive. Even swapping out your current optical drive for a fixed, second-hand one (more affordable) would work. Please note whether your optical drive uses IDE (ribbon-type) or the newer SATA cables.

Your 2nd "format" parameter will only work if you do the following:
format C: /fs:NTFS
Hint: You can choose among other file systems like FAT, FAT16 or FAT32. Microsoft has limited the FAT32 file system for up to 32GBytes to force users using NTFS.
you actually delete the HDD. Data still there. Use Dban or some other freeware to boot from floppy, it will over write your HDD, then your HDD will clean. Then you can install any OS.
Just keep trying I ve just succceeded in putting xp on my pentium 2 pc which was hard just keep trying. I thought that pc was old but the specs you have for your old pc are the same for the proccessor on my current pc TIME FOR QUAD CORE

do u know how to fix a cd/dvd drive burner?
it was working a wile back burning things to disc, now it sez the cd is full on an empty disc & can't burn.
