She's not a timelord it's just that Amy had been traveling in the TARDIS while she was pregnant, and the time vortex somehow gave River the power to regenerate. Then she gave up her regeneration powers to save the Doctor.

she is time lord because she "started" while on the TARDIS where access to the time vortex is very strong. The Time Lords used to be just like humans, perhaps they were humans, but over millions of years living on Gallifrey near the "untempered schism" which is basically the same thing that's at the heart of the TARDIS, they evolved into the Time Lords, however there has never been a time lord who "started" inside a TARDIS before and that's all it took, close proximity to the heart of the TARDIS

River Song is only part Time Lord, and it's because Rory and Amy had sex in the TARDIS, and that was when Rory's sperm fertilized Amy's egg cell, also dousing it in Artron energy, and continuing to do so as Amy's pregnancy advanced. Madame Kovarian and The Church used genetic manipulation during Amy's pregnancy to advance the mutations further. Also adding different music ruins the scene.

The bits where River's Time Lord-ish have to do with her regeneration ability. That got added on to Gallifreyian DNA as well, it's not native to the species. Something referred to as the Rassilon Imprimateur got attached to River's DNA same as the Time Lords. It connects them with the TARDISes and the time vortex.

The Untempered Schism's artron radiation mutated the Gallifreyans and gave them most of their abilities. The Rassilon Imprimatur doesn't exist, the Sixth Doctor invented it to trick the Sontaran. The link between a Time Lord and a TARDIS is psychic and the connection to the time vortex is due to the aforementioned mutations caused by proximity to a rift into it.

I don't know if anyone has said it yet, but it's because she was conceived on the TARDIS... It effected her DNA because they were supposedly in travel when it happened. That's why she's kinda a time lord--more a traveler than a lord, but yes.
