I heard somewhere that Johanna killing Fogg is to show us that like her father, she can be murderous in a desperate situation or for revenge.
I also personally think that it helps with the metamorphasis of her character. The first time we see her, she is an inocent 16 year old who just wants to see the world, but by this scene, she has been put in horrible situations that have given her the ability to hate.
I absolutely LOVE City on Fire. Shame it wasn't in the movie.

i don't like to see johanna killing people. it doesn't fit to her. the movie way was good, having the "children" take care.
