Its not a giltch in the game, obviously the version you played on the computer sucks ass. I own the NES version and played through it multiple times and I have never found a glitch. The game only occasionaly bugs up because the cartrige is so old itself.

... Not exactly. Zero was only activated years after Wily's death. I believe Zero was created using stollen plans for X. X was created to be the first robot who could think/feel on his own. He's sealed away for morality tests. Zero is activated around the same time X awakens and is defeated by Sigma. Zero's purpose was to destroy mankind as Wily's last act of revenge as he dies, and not to merely destroy Mega Man.
