Do you think they knew that? There wasn't that many forms of media those days, so they used film like these to void people of smoking Marijuana. It most likely worked pretty well. Just like how they banned Alcohol during the 30's. All they had was a group of people talk about how awful alcohol was and then the prohibition started.
