Unfortunately, TNG and DS9 have not gotten the most out of Worf. My thinking goes on something like: If you are in command of Enterprise-D (or whatever else), you should advertise the fact that there is a Klingon on board who happens to be the head of security. Basically tell the other side to be reasonable and stay away from scuffles, or risk receiving physical treatment Klingon-style.
